Customs duties

However, it is best to use the services of an appraiser to value a car from the USA, who will prepare an opinion that will be credible to the fiscal and penal services.
What are the excise tax rates for a dream car purchased in the USA? The rates vary depending on the engine capacity and propulsion of the car. For vehicles with an engine capacity of up to 2.0l, you will pay 1.5% of the value for a hybrid and 3.1% for a petrol or diesel car. For cars with a larger engine capacity (up to 3.5l), you will face a cost of 9.8% for a hybrid and 18.6% for a traditionally powered car. Importantly, you will not pay excise duty for vintage cars, electric cars and motorbikes.
Necessary modifications
When importing cars from the USA, you must be aware that you will certainly have to make modifications to the vehicle, irrespective of the make, to adapt the car to the requirements of Polish and European road traffic law.
We are primarily talking about changing the lights and indicators, but also about replacing the clocks which, in the US version, may have the speed scaled in mile/hour units. If the speedometer is equipped with a dual scale that also shows the speed in km/h, no replacement will be necessary.
The exhaust system may also need to be modified. Some models also have the muffler and exhaust pipe pointing to the right, which is not permitted in Europe. If your car purchase involved a damaged vehicle, you must also include repair expenses in the costs. It is important to note that all modifications and repairs must be approved by the vehicle inspection centre. This will carry out a technical inspection of the vehicle before the vehicle is registered and can be driven on public roads.
Registration of vehicle
Importing a car involves a more complicated registration process. For this, you will need a set of documents confirming that you have met all the obligations associated with importing cars. You will need to submit an application for the registration of the vehicle, together with the purchase agreement confirming that you are the owner of the vehicle, the registration certificate and the vehicle card, to the transport authority responsible for your residence. These documents must be translated from English into Polish by a sworn translator. In addition, you will need proof of payment of excise duty, customs duty and VAT and, obligatory for car imports, proof of passing through customs. If the car from the USA has American number plates, you will also need to provide them to the office. A document from the diagnostic station confirming that the car from the USA has passed a technical inspection will also be important.

What is the process of importing a car from the USA like? As we have already mentioned, importing a car from the States is best done with a company that specialises in importing cars. The next step when importing cars is to bring the car to Poland. As part of this process, we organise the land transport of the car to a US port and provide sea freight from the United States to Europe. Car import from the USA usually takes place to the ports of Rotterdam (the Netherlands), Bremerhaven (Germany) or Gdynia. It is worth noting that transporting a car on this route can take between 2 and 4 weeks. On site, if we obtain the appropriate authorisation from the customer, we organise all the activities at the port of destination, including representing the customer at the local customs agency.
What documents are needed to clear a car from America through customs? The key documents will be the original ownership document, the export declaration, the dangerous goods declaration, as well as the authorisation, the TIN in case the car is purchased by a company. A detailed description of the vehicle, including its value and intended use, will also be necessary. On the basis of these documents, the customs office will issue customs documents indicating the amount of customs duty and VAT to be paid before the car is collected. It is worth mentioning that the customs clearance of a car from the USA takes between 1 and 4 days.
The final stage of transporting the car is to deliver it to the specified address. This could be, for example, your home or a mechanical workshop where you want to carry out the necessary repairs and upgrades. It is advisable to use the services of shipping companies that provide monitoring of car transport. Also remember to insure the vehicle for its entire journey.
Once the car has arrived at the address you have indicated, you will need to contact an appraiser, who will draw up a detailed opinion on the car, together with an indication of its value. Remember to choose an appraiser from the national list of appraisers, otherwise the tax office may challenge such an opinion. What do you need the valuer's opinion for? Well, you will pay excise duty in Poland on the basis of the value of the vehicle indicated by him. It is worthwhile for this opinion to be reliable and to indicate the real value of the car, otherwise the tax office may assess the car on its own, which will probably make you pay higher excise duty. The time to issue the opinion is another 2-3 days.
Once you have obtained a valuation with an appraiser's opinion, you can then proceed to submit the documents to the tax office, where you will file the simplified declaration for Community acquisitions AKC-U. You should submit this within 14 days of crossing the border, but no later than the date of submission of the vehicle registration documents. You have 30 days from the moment your tax obligation arises to pay the excise duty. Remember to collect the stamp duty receipt - you will not register your car without this document. As we have already mentioned, the amount of excise duty depends on the value of the vehicle, engine capacity and type of propulsion. At this stage, you should also have the documents necessary for the registration of the vehicle translated from English into Polish. It is essential that you use a sworn translator - only in this version will the office accept them.
The next step after inspecting the car is to carry out the necessary repairs and upgrades. Cars from the USA need to undergo a number of modifications, especially to the front and rear lights, turn signals, often the meter, radio and also navigation. If the car was imported in a damaged, post-accident condition, it will also require other repairs.
Once the vehicle has been repaired and upgraded, the next step is to carry out a technical inspection and final registration of the car, which will allow it to be used in public traffic. If the vehicle has not been involved in an accident, a basic technical inspection is sufficient. If you have imported an accident car from the USA, you will need both a technical inspection and a post-accident inspection. You can bring the car to the inspection station in 2 ways: by trailer or with temporary number plates. It is also worth remembering that driving on public roads requires up-to-date third-party insurance, which must be taken out. You must remember that for registration you need to submit the original documents together with a translation - otherwise the car will not be registered. When buying a car, pay attention to the car's history, which you can find by the VIN number. This will give you information about any damage, the number of owners, the mileage of the vehicle.
